Shares of Tesla (TSLA) are climbing Monday morning, driven by positive predictions from Barclays analyst Dan Levy. The analyst expects Tesla's third-quarter deliveries to reach 470,000 vehicles, representing an 8% increase compared to the same period last year.

The Biden administration also announced a proposed ban on Chinese-developed software from all internet-connected cars in the U.S.
